Windows 8.1 64bit Can not run apktool #662

What steps will reproduce the problem?
1. Download apktool-install-windows-r05-ibot from 
https://code.google.com/p/android-apktool/downloads/list
2. Extract to C:\\android-apktool\apktool-install-windows-r05-ibot
3. Run aapt.exe or apktool.bat

The command line show and close immediately, i can see anything, can run 
apktool. please help

4. I also download apktool1.5.2.tar.bz2 and extract to the same folder with 
aapt.exe or apktool.bat. But i can not help.

You must move aapt.exe and apktool.bat and also the apktool_2.0.0b9.jar file to 
C:\\Windows 

You must also change the permissions of the Windows directory to move the above 
files here's is the link on how to do that:

After you have changed the permissions and moved the files over to C:\\Windows 
the last step is to rename the file "apktool_2.0.0b9.jar"  to "apktool.jar"

and your done! just open cmd.exe and type "apktool" press enter and you should 
see all the commands

Hello Josh,
I moved the folder to C:\Windows\apktool1.5.2
in this folder includes : aapt.exe, apktool.bat, apktool.jar files. I also add 
permission for these files. But i can not run apktool, even cmd can not 
recognize apktool command.
Or i have just moved to C:\Windows ?
