Implement aihorde as a fallback for image generation #26

Merry Christmas.

The basics work. Whenever it fails to grab from an endpoint, if the setting is enabled bot-wide it will request an image from aihorde. If possible, it will use the api key stored in the bot. Each guild can configure whether it wants general images or anime images. The images aren't great, but it's free.
