Set Volume at startup #194

Which board (stock / gruvin9x / sky9x / Taranis) are you using?
Taranis
What is your openTx FW version?
r2834
What is your openTx EEPROM version?
? Don't know
What steps will reproduce the problem?
1.Set up custom functions to announce switch positions
2.Turn radio on or change model
3.Radio announces ALL of the switch position

What is the expected output? What do you see instead?
Either or all of the following
1. Add functionality to disable CF "Play track" during start up
2. Add CF "Volume" to be set to a value of 0-100 and or a CS
3. Add functionality to AND CF with !ONE and ONE

Please provide any additional information below.

I have S2 set to adjust the volume in a CF. This could also be used solved the 
problem if the volume change was given higher priority so that it is done 
BEFORE any announcements on start up. Currently the volume is not set by S2 
until AFTER all the start up.
