Should 'at all times' and 'at some times' be included in the reference? #72

I am trying to determine which parts of BFO-OWL should be included in the 
Relations document I am working on. In particular I wonder if the BFO Reference 
should include the "Temporally quantified" relations from the owl spec. An 
example is 'has_participant_at_some_time' 

Should the BFO Relations Reference contain these terms?

What is the intent of the BFO Relations documents? If it is just grouping what 
is in the BFO reference, then it should just include what is in there. If it is 
intended that the relations disappear from the reference and that the BFO 
Relations document becomes the reference then it should be in there. 
In any case, I think they should appear either in the reference or the relation 
document (depending on the above) as we agreed that the OWL file would be a 
translation of the reference.

At meeting of 2012-06-29 we agreed that the OWL relations should be in the 
relations document, and that when everything is done, there should be one 
document that merges the reference and the relations (also a reference).

Also: We need an index for the reference document so we can easily find 
definitions.
