If "Non-Functional Requirements" is supposed to be a sub-bullet of "Use cases," perhaps consider making the "Non-Functional Requirements" subheading in a smaller font. If "Use Cases" is its own separate chunk of information, then you can either fill in some information or complete delete the heading.
