Optimise persistence format, remove backward compatibility gracefully #148

The persistence XML format has lots of legacy support:

* Old buggy base64 implementation
* Unnecessary verbosity

These need to be removed in a graceful manner in the next major release.

r647 removed verbosity for <http-follow-redirects> and <auth-preemptive> 
elements.
