Implement Process.get_io_counters() on OSX #214

This was done for Linux, Windows and FreeBSD and it was tracked in issue 64.
OSX implementation is currently missing.
This would help moving forward with issue 213 (iotop clone).

As per http://code.google.com/p/psutil/issues/detail?id=64#c12 it seems we 
can't find this info on OSX.
Closing this out as WontFix.
