Create installable for Python 2.6 64 bit #231

What steps will reproduce the problem?

What is the expected output?

What do you see instead?

What version of psutil are you using? What Python version?
We are currently using 0.2.1 as we could find both 32 bit and 64 bit 
installable.

On what operating system? Is it 32bit or 64bit version?
64 bit windows, Python both: 32 and 64 bit

Please provide any additional information below.

Would really really like to get the Python2.6 64 bit version too.

I'm going to close this out as "won't fix" as I prefer to provide 64-bit 
installers for recent python versions only (2.7, 3.3 and 3.4).
