lockf() is provided by unistd.h on unix systems. I guess you need to find the 
equivalent under cygwin.

Cygwin release notes suggest lockf is supported in the latest Cygwin versions. 
We don't really have the time or manpower to support Cygwin at the moment 
anyway.
