File tag not fulfied in .review #109

What steps will reproduce the problem?
1. Create a review with default parameters
2. Select file to review
2. Add a Jupiter Issue

What is the expected output? What do you see instead?
double click doesn't work
Review logo doesn't appear in left margin
File tag is empty in .review (see attached file)

What version of the product are you using? On what operating system?
Eclipse Galileo also see with Ganymede
Jupiter 3.5.1 
Windows XP Version 2002 Service pack 3

Which Eclipse bundle do you have?
A. Eclipse IDE for Java EE Developers

Please provide any additional information below.
No errors in Error Log view

I found a log file in my workspace with traces from jupiter

Hello, how are you adding the review issue?  Are you selecting a line in the 
file and
right clicking? Or are you using the plus sign above the table?  If you use the 
'+'
sign it creates an issue that is not attached to anything.  People sometimes 
use this
to make general comments or something.  Selecting a line in the file and
right-clicking is the option that will actually link the file to an issue.

The log file doesn't really have much in it.  There is one block about Jupiter 
and a
widget being disposed.  However, it is mixed in with a bunch of other plugins 
having
other issues so it is hard to say what went wrong.

If you could turn off the other plugins with errors temporarily and then try 
adding
an issue again that would be great.  Then I can see if that log file is more 
informative.
