Manual linking of code issue #18

From a meeting at 21CSI:

- Allow the user to change the line of of code in a file that an issue is 
associated.
- Perhaps let the line of code be optional?  Allow issue to be a more 'general' 
issue that is linked to 
an entire source file.

It would be really nice to be able to change the line of code (or even better 
the
region of code) that an issue is associated. Currently one needs to create a new
issue to the new place and copy all the details from the old issue and finally 
delete
the old issue...

This changing should be enabled in the issue editor and (if possibly) directly 
by
dragging the purple marker.

What about changing also the pointed file, not just lines?
