Updated release instructions for reduced versions on RTD #1569

This PR updates the release instructions in the "Development" section of the documentation to hide the previous fix version if a new fix version is released, in order to keep the number of versions show in the RTD documentation to be only the latest fix version of each minor version.

The reduction of the previously released versions on RTD has already been done in PR #1568 and can be seen at https://python-zhmcclient.readthedocs.io/ (which should redirect to https://python-zhmcclient.readthedocs.io/en/master/) by clicking on "v:master" at the bottom of the left hand pane.
