Use zhmcclient 1.17.0 and stomp-py 8.1.1 #623

Increase minimum version of zhmcclient to 1.17.0 to pick up fixes (also related to notifications), and the additional mock support to fix issue #413 Increase minimum version of stomp-py to the version used by zhmcclient 1.17.0 (i.e. stomp-py 8.1.1) to pick up fixes.

Cannot be rolled back to 1.10.x because of the requirement for Python>=3.8.
