Under Setup it says, "The rest locally" but doesn't install any packages.

Is this a wording problem or a setup problem?

I think it was a problem with me thinking too hard and thinking the kata wasn't done. I don't think a real user of the kata would have this problem. However, it might be helpful to briefly explain what it does.
