PHP lib needs to normalize host in base string #187

According to http://tools.ietf.org/html/rfc5849#section-3.4.1.2, the host 
should be normalized as well. 
http://code.google.com/p/oauth/source/browse/code/php/OAuth.php#386 isn't doing 
that.
