Add in background Chrome OS notifications

Hi @zhukov could you add in background Chrome OS notifications? I really need them to get frequebt notifications

@sergioad I assume you want notifications when the Chrome OS app is not running. Because web.telegram.org already sends notifications while not running

Indeed @vcantu , apps like YouTube G+ and some third party apps allready supports this function

Can you dig up documentation about the Chrome OS notifications API? Could ease the job if someone wants to pick this issue up.

I suppose the notifications will work as soon as we update the package, since the latest version has already support for HTML Push for Chrome via GCM. Is anyone able to try generate and install package on Chrome OS?

Thank you very much, if the results are favorable the best way to get that package is via the play store, with the mainstream and main telegram web app based only on the URL to be distributed may not be favorable having the allways on notifications

Tested the new release on ChromeOS and push notifications do not work if the application is not running.
