Updating colors (blues) to us the new telegram brand color #2096

Changes

I've updated varias blues used on the site to use the current offical Telegram blue #0088cc then a slightly darker version #017bb8 for hover states.

Testing

Check that all the blues on the site a the expected branded blue.

Hi @zhukov are you taking outside help with this project? I'd be happy to contribute some updates to bring the UI closer to desktop and mobile apps if you are.

this UI has perfect proportions with no excess space, unlike the desktop version, probably the list of dialogues requires a little space addition

i personally use this version because the proportional look and UX, its way better than new hipster webograms, because marking messages with right click is autistic , no bubbles, using cards instead of right menu, and not so much free space for playing soccer in dialogues - but yes, i admit it looks almost rusty, so there is a need for remastering it, but carefully
