Is the order important?

Yes. I faced the issue when I was trying to export the same model to JSON using OpenSees and OpenSeesPy to make some comparisons. TCL version works just fine, but the Python version (OpenSeesPy) doesn't export anything if you follow the order mentioned here in the documentation. So I checked the original documentation, which indicates this change.
