The idea of this feature is that once a page has one or more portlets the portal could suggest what other portlets would play nice with the ones in the page. This could be determined based on a variety of criteria, including:
1) Developer specified configuration which specifies that a portlet could be suggested if another specific portlet is on the page.
2) If a portlet in the page exposes an event or public render param (prp) the system could suggest other portlets which make use of that event or prp.
3) If an OpenSocial gadget in the page uses PubSub and publishes an event the system could suggest other OpenSocial gadget which are subscribed to that event.
