As a Site Administrator I should be able to merge draft pages from site page variations

Currently it is not possible to merge draft pages when merging site page variations. Since merging doesn't destroy the source site page variation, neither does it publish, it should be safe to allow merging of draft pages. An example would be: Make a site with local staging enabled Make an empty site page variation and add some pages Merge this new site page variation into the original site page variation
