Write enablement for ShortCut #59

in Issue 57 we build a shortcut for RJR , 
but it will show up in any resource or Resource selection .

Need to wrtie enablement rule for only the resource in a project 
that contains a WEB-INF/web.xml resource.

Ready since 2011/5/17.
Now when user select any resource which in a webapp project (identify for 
whether WEB-INF/web.xml exist or not) , the jetty shortcut will show up .
