add ddev and devilbox to development environment

Devilbox is not maintained anymore and as such not awesome https://github.com/ziadoz/awesome-php/pull/889

If you remove that, the rest can be re-considered.

Also, according to the Contribution Guidelines the entry has to be added alphabetically within the category.
