It is confusing that budgets can be used by multiple users, and that mappings are per user. It is likely more intuitive when budgets are per user and mappings are user independent. Users sharing the same budget is likely more of a bug than a feature. And budgets being global means that to have different configurations for two users for the same thing, e.g. "games", the budget names must differ, which is awkward.
