Client should reload config periodically #57

There seems to be no harm in updating the config while the client is running.

Also output config in debug window.

This is not a good idea after all, the client already has some config options (e.g. systray icon visibility inferred from disable_enforcement) that would require a restart. It would also be a potential burden for clients on other platforms. At the same time this is, as of now, a rare use case. So shelving this for now.
