As a Trustee, I can still vote (approve or reject) for proposals that have already reached a quorum for approvals/reject, so that all Trustees have a chance to vote and express their opinions about the proposal.
Note:
Currently the proposal is marked as approved once 2/3 threshold is reached, and all subsequent votes will be rejected with an error.
All votes (even after the proposal is rejected/approved) must be kept in the state. It must be possible to query them.
