User Stories:

3. Revocation of a non-VID-scoped PAI

   A Vendor Admin with DCL write privilege can submit a transaction to publish the location of the CRL distribution point for a non-VID scoped PAA. This information can be updated or deleted by any Vendor Admin account.

Acceptance criteria:

• Implement the logic as designed in #458 (see https://github.com/zigbee-alliance/distributed-compliance-ledger/pull/472 and https://github.com/zigbee-alliance/distributed-compliance-ledger/pull/473)
• Write unit and integration tests (CLI and gRPC)
• Update documentation
• Re-generate openapi and VUE files
