Use python virual env when launching Domoticz

Use python virual env when launching Domoticz #1724

Domoticz with the embedded framework might be able to use venv.

Investigate if it works

[x] python -m venv \<virtual-environment-name>
[x] source env/bin/activate
[x] install the plugin environment ( install requirements.txt )
[x] set PYTHONHOME to point the environment
[x] launch domoticz with PYTHONHOME=\<virtual-environment-name>

it does work
