Test  A.2.4 Stream-based Transport_1 (&_2) fails.  The number of executed 
cycles is 0 instead of the expected 11, from RFC 4465.

I actually think that the test inputs may be slightly wrong.  From RFC 4465 I 
think the intention is that the input should be decoded as 2 messages and each 
one should require 11 cycles and the output being the decompression_memory_size.

to be started with clean manager state.
