Production error tracking

Rather than query logs frequently based on production issues, use an automated system to open github issue with stack trace of application failure:

• Use https://github.com/dockyard/party_foul
• When ruby error occurs, automatically logged and tracked
• When JS error occurs, push an ajax with error description to rails - handle in application_controller.rb to send to party_foul
