[WIP] Import improvements #323

Upgrade import improvements.

Ok, I have checked and improved import (need to check it one* more time on different db). There are few places where it can still be improved. Next step would be to extract common functions (add entities) and move it to AbstractHandler so it can be reused in other import handlers. There is additional total which does not show correct number I have checked tables and looks like everything is fine so this might be wrong counting I consider to remove it but want to hear from you. Rejecting topics or posts is based on an available relation between topic-forum, post-topic. More info soon.
