based on permissions, so that this limitations could be set individual for different groups.

if i set the limit to 7 images per week (and the user has more than 7 images overall), the time-difference between the oldest and the newest of the last 7 images by a single user has to be greater than 7 * 24 * 60 * 60 seconds.
