Login always demands to accept site policies #3351

Expected behavior

There is nothing new to accept

Actual behavior

allways if a normal user logged in the user do get the above message. And there is no link to see what to accept.

login with a normal user

@Guite this might rather be a LegalModule ticket, but I can confirm this is a problem.

I don't see this as a blocker for 1.4.5 though, as this problem has been existing in 1.4.4 as well.
