High Google CPU on /i18n.js #471

What steps will reproduce the problem?
1. I looked at dashboard
2.
3.

What is the expected output? What do you see instead?
It appears to be a client side js file but appears to use a lot of google CPU 
time

i18n.js is a dynamically created file with current user's locale messages. 
It's used by admin area only.

Is there anyway to not be penalized for using the admin area for posting 
content?  The client I'm evaluating this for will be adding ~500 pages per day 
to start and likely more.
