CSS Content is not visible #535

What steps will reproduce the problem?
1. Log on to domain/cms
2. Go to Templates -> resources -> sub folders -> css -> Files
3. Pick any css file -> Go to content tab

No css content displayed.

What is the expected output? What do you see instead?
Currently it is empty. It should fetch the actual css code.

I encountered this issue after upgrading to 0.9.10 version
