Create Docker.md #15

A read me for including and building ctds in a docker container.

This is just a Readme, not sure why the build failed.

It appears both Travis CI and AppVeyor have made some changes to their systems which are causing issues. I'll get those fixed.

More specific to this PR, what problem did you run into that led to creating this PR? Was the installation section not sufficient? If not how could it be improved? I feel as though this information belongs in the documentation which is geared towards consumers of ctds, where-as a README in the source code is directed at developers of ctds.

@joshuahlang I agree about the documentation part. That's why I put it in the doc directory. Should I do something else to differentiate this as part of the documentation?

I ran into some trouble while connecting to Azure SQL Datawarehouse, I'll be updating the connection doc in a while too.
