install ccleaner. In ccleaner, under tools, there is an option to disable the
programs that load on startup.. touchfreeze should show up there. select it and
disable it.
Another solution is to uninstall it.
I need to find out if it shows up on system tray so I can disable/enable from
there. Otherwise the above mentioned options should work

yes it can be disabled from the system tray. just right click on it and exit
everytime your system starts.
