Support Image API v3.0 #38

Image APi v3.0 is currently still in draft status (http://prezi3.iiif.io/api/image/3.0/), work to support it is in branch version3.

I note that the static generator still defaults to 2.0 -- that should likely be changed to 2.1, and 3.0 should be added as an option

Going to merge version3 into master and get a version on pypi so that we can use something on the IIIF website. Will keep v3 development going on the version3 branch.

Have removed version3 branch. This is now live on the IIIF site and the spec is in beta so moving back to use of develop branch for changes. Closing.
