The ocfl_layout.json was removed from 1.0 because it was unclear and can easily be added back later. See https://github.com/OCFL/spec/pull/481

Closing, ocfl_layout.json was NOTE removed from 1.0 but keys we changed to be extension and description per https://ocfl.io/1.0/spec/#root-structure.
