Updated OAI-PMH validation service supporting HTTPS

[x] new validator for https
[x] register sites listed

Tidy code/styles for header/menu

[x] remove php includes for header/menu, replace with static HTML
[x] check menu/style chrome
[x] check menu/style firefox
[x] check menu/style safari
[x] check menu/style windows

Switchover

[x] ttl set low
[x] migrate registration and oai-identifier data
[x] DNS switch
[x] SSL cert

Have put service down message up on validator http://www.openarchives.org/Register/ValidateSite

Validation and registration service temporarily unavailable

Have gone through HTTPS sites in #2 and registered those that pass
