📝 Replace contributing with backlink to core Contributing guide #64

This makes it a bit easier to keep the contributing guide up to date in one place, and adds a "seam" to provide project-specific guidance.

@lanegrant / @drllau - I believe this will reduce the probability of broken-links in the in-repo contributing guide; as well as make it clearer what needs to live in the README (design + architecture docs) vs what needs to live in Contributing (stuff that's more general across projects).
