I don't think we are using either css_bundling or js_bundling atm.

I tried to reproduce this build error locally, but couldn't. I even manually cleared out my public/assets folder to be on the safe side:

I'm also miffed by the original error, which is coming from Sprockets, which would suggest that our asset pipeline is using css-bundling, js-bundling, postcss, webpack and sprockets. Which seems like a lot.
