🛠️ Fix the build on `main`: Update Docker devcontainer to use our current Ruby version #2300

I believe this change should fix the current failures of our build's build-and-push-image step, which has been failing with the error:

It would be nice if we could make this Dockerfile just interpolate the contents of .ruby-version, the way the Gemfile does, but I don't know if that's possible, and definitely don't know how to do it off the top of my head.
