Request modifications to make compatible with STIG v3 checklist format.

Added a new branch to track changes to support the new format. The format change required a massive overhaul and the new module will not function as a drop-in replacement for the old. I did a first-pass update on the module and what little testing I did seems to work for reading/writing the CKLB files, but there are likely bugs as it stands, and there are a ton of missing features such as any XCCDF/SCAP stuff, CCI queries, and nearly all the existing utility scripts.
