docs: update contributors and maintainers guidelines

Refactoring some docs and adding some additional rules and guidelines for maintainers!

Build on top https://github.com/zino-hofmann/graphql-flutter/pull/1086

Yes, I'm working on it, I think I will be somethings ready for the next week :)

For now https://github.com/zino-hofmann/graphql-flutter/issues/1090 and maybe we can start to merge some PR?
