updating to zipline 1.3.0 #118

rebasing the master branch

additional commits:

adding vim to docker image
using TA-Lib 0.4.17 instead 0.4.9 (required for working on windows dev machine)
adding broker support to run_algorithm()
some more ticker exceptions to ib_broker.py
end date for live algo is required.

Thanks for this contribution, Shlomi.

It would have been cleaner if you'd post the 'additional changes' as a separate pull request. The ta-lib version bump prevents CI from running as the upgraded version is not present in conda.

I'd recommend that we remove the additional changes and try it again.

created a new PR (the additional changes are mostly cleanups/fixes and small changes) removed the talib change. let's see how it influence the tests.
