License of border-radius.htc

At the moment border-radius.htc does not contain the standard copyright header 
of the GPLv3. The license is only explicitly mentioned on the project website.

Is border-radius.htc released under the terms of the GPLv3? If so, are Remiz 
Rahnas and Nick Fetchak the only copyright holders?

If border-radius.htc is released under the terms of the GPLv3 and Remiz Rahnas 
and Nick Fetchak arethe only copyright holders, I suggest to replace the 
current license header with the following:

    Copyright (C) 2008  Remiz Rahnas (http://www.htmlremix.com/)
    Copyright (C) 2009  Nick Fetchak

    This program is free software: you can redistribute it and/or modify
    it under the terms of the GNU General Public License as published by

I dont care about how you use it. Its all yours. Im not actively developing or 
involved in supporting this script. My team at webcastletech.com isnt 
supporting IE6 anymore. Also, I would like to make this something like Creative 
Common licensing. Use it your way.
