Applies finalized state or performs a rollback

• [ ] Scheduler must scan a table for tasks every X milliseconds
• [ ] If Job found, get transaction receipt by transaction hash
• [ ] If transaction is successful apply the changes to finalized state
• [ ] If error rollback pending state, mark tasks as failed , drain the queue, discard the nullifiers
