Break down proxy support to exclude pac #8

the pac-proxy dependency for proxy-agent is massive, and it doesn't really seem like a priority for our own proxy support.

Best thing to do is probably to emulate what proxy-agent is doing, but with explicit dependencies on the proxy types we want to support.
