Add reader/writer for the colab notebook standards. #145

@lili-alderson is leading a draft of a notebook setting down some standards for Files 1 (Stellar Spectra), 2 (Raw Light Curves), and 3 (Fitted Light Curves).

[x] Add a writer to get to that output.
[x] Make sure that output passes their validation function.
[x] Add a reader to load that output back in.
[ ] Write a friendly notebook for how someone can populate a Rainbow and then save out to this format.

I'm calling this closed, and adding a note under #141 about a better quickstart "I want to make Rainbow from scratch" example.

For discussing changes to the xarray_[...] readers and writers, let's just open up specify issues for changes.
