explicitly tests whether an x1dints file is Stage 2 or Stage 3, tries to load it either way, but warns the user not to use Stage 3 (because some files I used seemed to stitch together segments in random and/or backwards order)
I tested it out on a few of the ERO observation and some of the ERS ones. It didn't seem to break any functionality that was there before for Stage 2 files, it was able to load some (but not all) Stage 3 files, and it at least gives more useful warnings.
